As requested by the lone, I have made some examination into this subject (with which I was previously only partially acquainted) in the hope of finding some ground for taking a favourable view than Sir R. MacDonnell's, of this important Mint scheme. The only conclusion, however, that I can come to, is that his arguments against the scheme are unanswerable, & that the only points in its favour are his suggestions that possibly the Chinese Govt might give the Mint encouragement in coming years (of which he submits a specimen) & that the Hong Kong Govt might aid the eventual Mint establishment & give the government some profit thereby. While abandoned by the Colony, the Commission of Enquiry think that as their
